Bill Proposes Allocation of Gambling Taxes to Fight Addiction

A bipartisan initiative is underway in Congress aiming to use a substantial portion of gambling tax revenues to combat addiction and problem gambling in the United States. The proposal, known as the Providing Opportunities for Individuals In Need of Treatment & Support (POINTS) Act, was introduced on Tuesday by Republicans Erin Houchin and Mariannette Miller-Meeks, alongside Democrats Andrea Salinas and Troy Carter. The cross-party support highlights the urgent need for measures to address gambling-related issues.

The POINTS Act suggests that redirecting one-third of the tax revenue collected from gambling could significantly aid in curbing the spread of gambling addiction. A recent survey by the National Council on Problem Gambling (NCPG) and The Harris Poll, conducted during Problem Gambling Awareness Month, indicated that 65% of adults aged 21 and over are engaged in some form of gambling, which increases their risk of exposure to harmful practices. The NCPG supports the bill, recognizing it as an essential mechanism to avert the escalation of gambling problems across the country. Heather L. Maurer, executive director of NCPG, emphasized the need for federal support, stating, “States and tribes need stable federal support to expand access to prevention, treatment, and recovery services. This legislation provides a responsible and sustainable funding mechanism to meet that need.”

The bill focuses on high-risk demographic groups, signaling a shift from broad policy approaches to more targeted interventions. The POINTS Act emphasizes assisting vulnerable populations, such as youth, men, veterans, and Native Americans, by funding efforts like Screening, Brief Intervention, and Referral to Treatment (SBIRT), as well as outpatient and telehealth services and peer recovery support. It mandates regular reporting to Congress and offers technical assistance to ensure accountable implementation.

Representative Houchin has urged other lawmakers to acknowledge the serious societal impacts of gambling addiction, which can damage families and lead to financial and emotional strains. Despite its potential benefits, the POINTS Act faces challenges in gaining the necessary legislative support. Yet, the proposal to reinvest gambling tax revenues into treatment and prevention initiatives represents a proactive step towards addressing a significant public health concern.

As lawmakers deliberate the POINTS Act, the debate underscores the complexities of balancing gambling industry growth with public welfare. The outcome of this legislative effort will be closely watched by stakeholders across the gambling sector, as well as by public health advocates seeking effective solutions to mitigate the risks of problem gambling.
