KSA Imposes €2.65 Million Fine on BetCity for Failing to Safeguard Young Gamblers

The Netherlands Gambling Authority (KSA) has imposed a hefty fine of €2.65 million on BetCity for its failure to adequately protect young players from the risks of gambling. This decision arrived after an extensive investigation conducted over a period from October 2021 to March 2023, during which several young adults incurred significant financial losses due to gambling.

In January 2023, Entain completed its acquisition of BetCity, inheriting an array of challenges from the previous management. The KSA determined that BetCity neglected its legal obligation to monitor risky gambling behaviors and intervene when players exhibited signs of problem gambling. Despite BetCity’s appeal against the ruling earlier this year, the KSA stood firm, dismissing their objections in August and emphasizing that both the fine and the requirement to publicize the decision were justified.

Michel Groothuizen, the chair of the KSA, emphasized that this case underscores the regulator’s unwavering dedication to player safety. “Our market operates under a license system designed to ensure that anyone who chooses to gamble can do so safely,” he remarked. “Operators are bound by a duty of care to their players, necessitating intervention in cases of excessive gambling. Significant financial losses should serve as a critical warning signal.”

He added that the KSA is intensifying its oversight of the online gambling industry’s duty of care, and it intends to take decisive action against violations akin to those observed at BetCity. “We cannot tolerate such severe lapses in duty of care, particularly concerning vulnerable young players.”

The investigation by the KSA revealed substantial lapses in BetCity’s operations, with significant failures identified in multiple cases. Scrutiny of the ten player accounts with the highest losses revealed that rule violations were prevalent in every case. These players, aged between 18 and 23, collectively lost tens of thousands of euros over a few months.

One particularly troubling case involved a player who lost more than €63,000 in a year, including €43,000 within a single month. Another player lost €80,000 over the same period without any modification to their deposit or betting limits. The KSA’s findings indicate that BetCity either failed to respond to these red flags or acted too late to prevent further harm.

A spokesperson for BetCity acknowledged the KSA’s findings, explaining that the legal action pertains to the historical lapses of BetCity’s previous management, Sports Entertainment Media. Since acquiring BetCity, Entain has conducted a thorough review and made significant improvements to all operational processes to enhance player safety and apply the best practices for responsible gambling in the industry.

While the KSA’s actions emphasize a stringent approach to regulation, some industry experts argue that such fines, though necessary, may not always address the underlying issues. They highlight the importance of fostering a culture of responsible gambling that prioritizes player well-being over profits. The focus should be on preventative measures, such as enhanced player education and the introduction of innovative tools that assist players in managing their gambling habits.
