While Finland gears up to open its online gambling market in July 2027, Norway remains a fortress with its state monopoly—an approach shared only by a few European countries like Iceland and Luxembourg. Norsk Tipping’s KongKasino has seen its player base double over five years, with customer numbers soaring to 400,000 by the end of 2025—up from 200,000 in 2020. Lotteritilsynet remains vigilant about the potential pitfalls of unregulated gambling. Offshore operators are seen as major contributors to problem gambling within Norway. Atle Hamar, Lotteritilsynet’s director, voiced concerns over the growing appeal of casino games among young players and the potential long-term spike in gambling issues. The regulator fears that despite loss limits at Norsk Tipping, players may turn to illegal foreign operators. The issue of underage gambling is particularly worrisome, as offshore casinos might accept players under 18, adding, “Some young players are seasoned by the time they turn 18.”
Regulatory Measures and Market Safeguards
Lotteritilsynet has rolled out initiatives to curtail any potential negative impacts of KongKasino’s growth. Among these measures is a proposed system of mandatory questions before players can participate, aimed at promoting informed gambling decisions. Norsk Tipping has also facilitated easier self-exclusion for players, resulting in a sevenfold increase in the number of self-exclusions over the past year. The regulator’s efforts to balance growth with player protection are key as they prepare for the future. As Lotteritilsynet continues to refine its strategies, the board is expected to revisit these measures in their annual review.
