Royal Caribbean is diving into the digital gaming sphere with a brand-new onboard mobile lottery game. The debut of this venture is taking place on the Utopia of the Seas, which was seen leaving Port Canaveral, Florida on July 19, 2024. Following in the wake of other major cruise lines, Royal Caribbean now offers its guests the chance to purchase and play digital scratch-off lottery tickets, adding a new layer to their in-app services.

Digital Gaming Expansion

This isn’t just about staying afloat in a competitive market—it’s about tapping into an evolving consumer habit. With around 61% of North American adults reportedly gambling over the past year, by industry metrics, it’s clear that gaming remains a major entertainment draw. Until now, Royal Caribbean has capitalized on traditional casino offerings. But the move to integrate a digital lottery game follows Carnival’s lead in expanding gambling options. But earlier this year, Carnival introduced the Carnival Millions interactive lottery, pooling ships for a collective $1 million daily prize. For Royal Caribbean, their lottery tickets range from $2 to $20, with the top prize hitting a $100,000 jackpot. Smaller wins are automatically credited to the player’s onboard account, while prizes above $2,000 require a trip to Casino Royale for collection and tax documentation.

Regulatory Challenges Offshore

Cruise ships entering international waters have more freedom to offer gambling services. They’re bound by regulations from the Cruise Lines International Association (CLIA), which requires adherence to standards similar to the Nevada Gaming Control Board and rules in New Jersey or England. While these jurisdictions permit iGaming, issues such as unreliable internet connections have kept full-scale iGaming from setting sail. BetMGM experienced this firsthand in 2022 with Carnival. Their partnership aimed to bring mobile sports betting and online casinos to over 50 ships but was scuttled due to offshore internet lag, which compromised real-time sports betting operations.

Testing Waters for Lottery Gaming

For now, Royal Caribbean is testing the waters with its mobile lottery on the Utopia of the Seas, but this is just the beginning. More ships are expected to follow. The company didn’t disclose any specific timeline for expanding this offering fleet-wide, but industry insiders will be watching closely.
