With over three decades of experience in the realms of gaming law, compliance, and governance, Jennifer Carleton is well-poised to lead the UAE’s burgeoning gaming regulatory framework. Before joining the GCGRA, Carleton was the Chief Legal Officer at Sightline Payments. In this role, she ensured compliance with US federal and state regulations, particularly those related to anti-money laundering, the Bank Secrecy Act, and currency control, showcasing her expertise in managing complex legal frameworks.
Carleton’s career is marked by her tenure as a Senior Staff Attorney for the Oneida Tribe of Indians of Wisconsin, where she spent over ten years navigating tribal gaming laws. Additionally, her partnerships with notable US law firms have seen her advising major casino and entertainment entities on licensing and regulatory affairs. The GCGRA emphasized that her extensive background in gaming compliance and governance would be instrumental in reinforcing the authority’s commitment to transparency, integrity, and adherence to international best practices.
In addition to her industry roles, Carleton contributes to academic discourse as a Distinguished Fellow at the University of Nevada, Las Vegas (UNLV) Boyd School of Law.
